If nobody let a couple of cars into the queue then their queue would grow in size thus creating queues elsewhere. Letting a couple of cars in then is doing the greatest good for the greatest number. If the great Jeremy Bentham was alive he'd back me up on that. Letting 2 in is the limit though. It's all these fucking immigrants clogging up the road network.
