Of course all new ideas are going to be unpopular, as people are loving the current system. But us one or two system re-thinkers of the world do like exploring other ideas. Here's a new idea that is designed to allow more teams from more countries the realistic chance of attaining the grandeur and excitement of a European cup final. Keep this in mind, and judge only whether this idea achieves this:
Cup A: 16 top teams from the 4 top leagues only, rising to 5, 6, 7, 8, then 4 again then 5 again .... leagues in later years. 4 groups of 4, then QF.
Cup B: a 32-team (31-game) knockout tournament for other teams from these same leagues.
Cup C: the next-best 8 countries' leagues's top two per league.
Cup D: the next-best 8 countries' leagues's top one per league.
Cup E: all other countries' leagues in Europe, top one per league.

From year to year, the one strongest best-performing league from the group in C, D and E go up to A-D.
Also, the winners of Cups A, B and C go into Cup A next year. So over each 5-year cycle we would see loads of clubs winning a cup and moving up a level, and presumably quite often proving themselves as worthy there too. We also skip over many of the current fixtures in which one team has way less than 10% chance of winning against its (London, Madrid, Munich, Manchester) opponent. The new cups are not intended as a battle of shite-est, they are more like a reason to celebrate being brought into parts of Europe that have been reduced to the fringes under the current system.

I'm confused by what you mean by cup A 'rising to 5, 6, 7, 8, then 4 again then 5 again '

So on the first season the teams are drawn from the 4 top leagues in Europe, but then the following season from 5 leagues and so on. Are these just arbitrary changes, and why after rising to 8 does it then drop back down? Who gets kicked out of cup A when it does drop?

I think 4 leagues in any case is far too small. There's certainly a case to be made for the top clubs from places like Iceland and Bosnia having more to aim at than simply getting through CL qualification. But presumably the four top leagues would be England, Spain, Italy and Germany, thus excluding teams from the likes of France, Portugal, Turkey and the Netherlands whos top teams have historically still been able to compete at a high level.

The other issue is money. You may be offering clubs from smaller leagues a better chance of winning actual silverware, but would they take that in preference to probably much more money they can make through TV rights by playing a Liverpool or a Bayern Munich in a CL group match?
